Suppose you have been mandated by Heaven to run the government. Decide which celebrities, superheroes, or fictional characters would be most qualified to fill the first three ranks of your administration. Appoint the following:
Great Administrator: Organizes others, oversees government, enforces the rules.
Papa Smurf should be Great Administrator because he is very wise and intelligent. he would make laws fairly, organize the country with consideration and would never become corrupt. He is loved by all and is good at perserving order.
Small Administrator #1: Military defense of the country.
Skeletor should be Small Administrator #1 because he's awesome and totally badass. No one would mess with our military so long as he was in power. He's got tons of sweet supernatural powers that the military could use. Even though he's evil, I think Papa Smurf would keep him in line.

Assistant Administrator #1: negotiating all treaties with foreign powers - Noam Chomsky
